According to the official Target coupon policy, coupons that are higher in value than the actual item are supposed to be adjusted down to the value of the item. For example, a $1 coupon used on a .97 cent item should be adjusted down to .97 cents and you will get the item free. Your mileage may vary depending on how coupon friendly your Target store is….
